You are expecting your customers to pay NOK 4000 to you for tuning their car, but you are trying to avoid paying the tool maker for using his IP.

This leaves another possibility: The tool maker is not disclosing this information as he is using it as a way to control that he gets paid for IP he is selling - the firmware for the tool.

It seems not to be there (I could be wrong - I just spent 10 minutes or so at his site). I stopped by his web-site to see what I could find for you but ended up empty handed. You obviously does not have the bona fide contact with the tool maker. Disclosure: It seemed to me that someone charging NOK 4000 to tune a car would either have bona fide contacts with the maker of the tuning tool for eg updating the firmware, or the information about about how to do it would be openly disclosed on the tool makers website.
